I hadn't seen a thread on this yet, and I felt it warranted comment. For an extremely minimalist system, it looks really cool. It's almost a non-system, as very few pages are devoted to it, but I think it really captures the feel of most of the 'magic' we see in fiction. Spells anyone can cast, but it's a big pain and you need fancy books and herbs and candles and crap - Real wizards/witches can cast spells on the fly - Anyone can try and cast any spell they like, but it's hard to cast more powerful spells - If you fail to cast a spell, nasty side-effects are likely - No 'spell slots' or 'points,' but multiple castings are likely to cause fatigue and decreased ability to cast more spells - The difficulty of a spell is judged roughly by how much it'll fuck up the plot, in terms of number of targets, duration, etc.
I haven't playtested it, but it 'feels' right in a way that most RPG magic doesn't. Ars Magica is another one that has a great 'feel.' Also looks like it'd run pretty well, and, of course, is true to the show. Anybody with actual playtest experience care to comment? The Metallian.

Work out how common you want magick to be in your game, and then put your foot down on the levels of Sorcery available to the characters. In my game, I wanted magick to be fairly rare and tricky (Buffy season 1-3 magick). Two of the characters played Witches, saw the level of magic being thrown around on the show (this was during Season 6), and maxed out their Sorcery.
The result - lots and lots and lots of spells were flung, which spoiled the high school feel. The magick was too common. Other than that, it works fairly well. I have not played a magic-user in a Buffy game but I have played in games with magic-users and GMed games with magic-users. You've hit on pretty much all the cool points of the Buffy magic system. It's fast, it's flexible, creating new spells is a snap.
Most importantly, it doesn't cripple your character. Here's what I mean. Let's say you want to start out your character with just a touch of magical ability. In Some Other Systems being able to cast a spell completely cripples your character in other regards-the trade-off between power now and power later.
In Buffy, anyone can do a little magic if they're willing to mess around with the books and the equipment and the risk. So really to have a touch of innate talent doesn't unbalance the game-having a bit of the Sorcery quality isn't that much different than being skilled with a gun or good with computers: anyone can try, some will excel. One of the coolest things about the Buffy magic system- above anfd beyond the easy to use spell system- is that Sorcery comes with built-in telekinesis. TV magic is chock full of the ole moving things with your mind schtick- its fairly easy to say 'hey! Something magical is happening' without spending a chunk on visual effects.
It also makes for great spot magical FX for a character. Things like knocking down friends trying to stop you exacting supernatural revenge, or slamming doors before people can escape your wrath, or snatching control of a speeding car. Its all good. Lots of good generic non-spell magically stuff to give a character that aura of occult significance. The buffy magic system is very nice. Actualy, I rather like the system in general.to the point that I think my first Valdemar RPG is going to use the Unisystem. I'll have to do a lot of work on the magic system.
I'll probably ditch the sorcery attribute and include different types therof. Mind Magic, True Magic, Firestarting, Fetching, etc. But otherwise the system is actualy quite good for the general feel of Valdemar magic. 'magic that anyone can do' exists, you just have to swap herbs and candles for blood sacrifice. I might pick up a couple other Unisystem books and see if they have slightly better combat systems (I've heard Buffy's combat system has been simplified a bit), but otherwise. I'm running a monthly Buffy game at the moment, as well as a weekly Ars Magica game. Two comments really. Ars Magica is neat for a magic system where the focus is on the magic itself, or the mages themselves.

It's the best system out there bar-non for depth and detail. On the other hand, the Buffy magic system is just fun and fast. It is a lot easier to make something up on the fly, and you only need to make a normal skill check (Occultism) to do it- no special mechanics. As you say, the Buffy magic mimics the magic in the show quite well and also mimics magic in TV in general- rituals and spontaneous stuff both.
I'd advise that Buffy games which focussed heavily on magic take a look at Ars Magica for ideas on details and such ( The Mysteries is the best book to look at), but games where magic is at least as important as kung fu and other special fX, just keep it simple. The buffy list files section has two 'spell book' files, each one with it's own spells. Pretty neat stuff. I like the Buffy spell system for it's simplicity. I plan on using a modification of it whenever I get around to running my Fantasy Deadworld I have been working on (did some zombies and a few archetypes, then got distracted when I started to play in a friend's Exalted game.) Although I own witchcraft as well, I like the Buffy version better, for it's ease of play use. Kind of reminds me of the simple magic system that was in one of the deadworlds for Enter the Zombie, just better defined.
